Banks is a guard at Belle Reve Penitentiary.
Physical appearance
Banks is a large, African American man who typically wore the uniform of a Belle Reve guard. This consisted of a khaki colored button up shirt with a golden colored badge on one side, and his name on the other. He also wore brown pants and a brown cap with a golden badge on the front.[1]

Banks and Wilcox watched as "Tommy Terror" and Icicle Jr. were about to get in a fight with Professor Ojo and Brick. Wilcox instructed Banks not to activate the inhibitor collars, feeling the new prisoners needed the lesson.
He was in the mess hall when Mister Freeze staged a coup on Icicle Sr.. After Wilcox activated his collar, Banks and Riker dragged him out of the room.
When Icicle Sr. staged a riot and breakout, Banks wanted to check on the cells. He was captured by Blockbuster and locked away in a cell with Hugo Strange, Amanda Waller and Wilcox.[1]

Banks was making his rounds along the cells. He did not notice Sportsmaster entered the gangway behind him.[2]

Background information
The guards at Belle Reve were designed by Jerome Moore, who decided to give all of them a different personality and a nametag.[3]
