The Conference of Delegates is an annual meeting of representatives from all Atlantean city-states, which may also be attended by Atlantean cabinet ministers. The Conference allows city-states to air grievances and discuss policy with other city-states and the High King. It is normally held in the Chamber of Seven Seas.
The Conference of Delegates commenced in the Chamber of Seven Seas with Mera Nereus casting a translation spell. Several of the delegates were there for the first time, due to deaths and changes in leadership. The meeting was soon adjourned due to the lack of a representative from Xebel.[1]
The Conference of Delegates resumed, with Bishop Beluga representing Xebel. There was discussion of the impact of climate change, Nanauve's hostilities, and the economic inequality between Poseidonis and the other states. The Conference, and the whole city, came under attack from Ocean-Master, who could only be driven off by a mysterious stranger, who disappeared as quickly as he arrived.[1]
As pro-Arion protests continued, delegates gathered at the Xebelian palace to discuss the crisis. Orin called the extraordinary session to order, with some delegates attending remotely. Topo acted as Coral's proxy, as she was in labor. The delegates wanted to vote for a new High King, as Arion arrived at the palace. Though they were not empowered to do so, Orin agreed to abide by their decision. All save Orin and Ryus Nereus voted for Arion, with Nereus voting for himself.
By the time Miss Martian was able to inform Orin that Arion was a clone with Ocean-Master's memories, it was too late, and Orin did not think anyone would believe the truth.[2]

Kaldur'ahm and his team arrived at the Xebelian palace with Arion's crown. "Arion" donned the crown and was immediately struck down by the Lords of Order. Orin declared that the prophecy was fulfilled not by the false Arion, but by Mera, and the delegates unanimously endorsed her as High King.[2]
