"Foreign Affairs" is the 32nd issue of the official Young Justice spin-off comic series and the fourth of Young Justice: Targets. The "Director's Cut" version includes the bonus short "Angry Wounds: Memory Four". It was released first digitally on DC Universe Infinite on September 13, 2022 and the print version was released on October 25, 2022.

On GBS, Tod Donner reports that Perdita Vladek is still missing, despite earlier reports she had been rescued in Markovia.

At the Premiere Building, Beast Boy shuts off the news to listen to Wonder Girl on a conference call with Nightwing, Robin, Oracle and Cyborg, who explain the results of their investigations. They have concluded that the Vlatavan National Mining Company found something significant in Krastmala and reported it to Perdita. Perdita then contacted Green Arrow and Black Canary, and they arranged for Perdita to secretly transfer the finding to Serling Roquette at STAR Labs, using identical purses to facilitate the exchange, but despite their precautions, their plan leaked. Gar blames Count Vertigo, but Nightwing explains the robots used to abduct Perdita and free Vertigo were LexCorp technology, suggesting it was Lex Luthor behind it all. Cyborg confirms he has detected boom tube activity between a LexCorp Robotics factory in Greater Bialya and Krastmala, Star City and Markovburg. Oracle suggests that Vertigo's escape and Perdita's abduction were distractions which, coupled with putting everyone else who knew about the Krastmala discovery in comas, kept the heroes from considering what Perdita was carrying, which remains a mystery. There was little residue found in the mine, but Oracle tells them Ray and Karen are analyzing what they found. Wonder Girl declares the Outsiders will go to the Bialyan factory.

Lian Nguyen-Harper and Paula Crock arrive at Royal Memorial Hospital to visit "Uncle Ollie" and the others.
On the Premiere Building helipad, the Outsiders prepare to set off. Stargirl worries that the mission is too personal for Beast Boy, but Gar insists he is going. Wonder Girl checks Cyborg is alright to help them, but he insists that, though being a member of the Justice League prevents him joining the mission to Bialya, he can still send them there. With that Gorilla Squad, also including Superboy and Terra, boards the Super-Cycle and goes through the boom tube created by Cyborg.

They emerge right in front of the robotics factory, with a swarm of armored Lex-Bots waiting for them. The Squad swiftly engages them, but Terra asserts they need to hurry for Perdita's sake, and sends the others inside, leaving the Lex-Bots to her and the Super-Cycle.
Superboy leads the charge and smashes his way inside, but the Squad finds Onslaught waiting for them; Devastation, Mammoth, Shimmer, and its newest recruit, Match.
Back outside, Terra admits she may have bitten off more than she could chew, but the back-up she called for arrives just in time. A boom tube opens up bringing in Mongoose Squad; Kid Flash, Static, Forager, Blue Beetle, Windfall and Livewire. However Kid Flash immediately spots enemy reinforcements arriving as more Lex-Bots emerge from the factory.
Inside, the Outsiders face-off with Onslaught; Superboy takes on Match, Stargirl tries to blast Shimmer, and Beast Boy as an elephant fights Mammoth.

Meanwhile, in her apartment, Oracle asks for confirmation the test results are right.
Back in the factory, Devastation and Wonder Girl grapple, with Devastation gaining the upper hand, as Match sends Superboy flying with a punch.
Karen tells Oracle that they have run the tests three times; they are sure of the result. Karen tells Oracle to warn Conner immediately.
As Conner continues to reluctantly fight his fellow clone, Oracle tries to radio a warning, but it breaks up due to the shielded building. Suddenly, Match slumps in Conner's arms. Barbara continues to try to tell him what was found in the Krastmala mine. As Conner falls to his knees and Match turns green, the key word cuts through the static: Kryptonite. Just then a figure emerges to confront Superboy; a human head on a cybernetic body glowing with green light. He introduces himself as Juan Cordero, or Metallo.

At Royal Memorial Hospital, Lian Nguyen-Harper visits "Uncle Ollie", and considers telling him a story like her father does for her when she is ill.
- On the airfield of Star City International Airport, Green Arrow cries out in pain as two of Merlyn's arrows hit him. Still carrying Perdita Vladek, he dives for cover behind a baggage cart, where he pulls out the arrows . Perdita tears her dress to make bandages for him. Knowing they need to make a run for it, Arrow uses an arrow to wedge down the cart's accelerator, as he and Perdita run beside it to maintain cover as they move. Merlyn lights an incendiary arrow and shoots it at the cart engine. The cart explodes, throwing Arrow and Perdita onto a baggage conveyor, which takes them inside the airport. Merlyn radios his accomplices and tells them to inform their client.
- Inside the baggage conveyor, Arrow thinks they are clear, but no sooner comes under attack by Joe Henchy with a wrench. Arrow blocks the attack and knocks Henchy onto a lower conveyor with his bow, but then hits his head on a hatch as the conveyor sends him and then Perdita into a chute. They land in the baggage claim area, with Merlyn waiting, bow drawn, ready to kill them both.

- As Oracle, Nightwing, Robin and Cyborg outline their deductions, there are flashbacks to Perdita Vladek and Serling Roquette comparing purses at STAR Labs and the breakout of Count Vertigo and his associates from prison in "Cherry Gig", the coma-patients at Royal Memorial Hospital in "Ominous Tidings", and Perdita's abduction from STAR in "Cherry Gig".
- The Outsiders preparing to depart while Stargirl expresses her concern for Beast Boy was partially seen before in "Cherry Gig".
- Terra says she has issues with bad guys kidnapping royalty, referring to her own abduction by the Bedlam Syndicate, seen in flashback in "Antisocial Pathologies".
- Match is revealed to have joined Onslaught. He was last seen being taken back into LexCorp's custody after fighting Batgirl in "Players, Chapter Six: Rolling Doubles".
- Superboy says he doesn't want to fight Match. He was similarly reluctant to fight his brother in "Agendas", but was forced to both times.
- The flashback in "Angry Wounds" tells the Earth-16 version of events seen in the canon adjacent DC Showcase: Green Arrow short film.

- Oracle has a post-it on her fridge door saying "Call Brandon!", a reference to Young Justice producer Brandon Vietti. Each issue of Young Justice: Targets has a reference to him.
Goofs[]
- Tod Donner's news report occurs on November 11, but the timestamp shown when Gar watches it places the latter event on November 9. Given that the rest of the issue takes place on the 11th, this must have been an oversight, and Gar was indeed watching the news on the 11th.
- In the flashback recap panels there are six Lex-Bots extricating Count Vertigo and his accomplices out of jail, but in "Cherry Gig" there were only four Bots performing the deed.
