Exact Issue[]
I tracked down Captain Atom Annual #2 (1988), since sources cross-refer that issue with "Bialya". Noor does not appear anywhere on the issue. So it's possible Noor appeared in an earlier issue of "Justice League International" instead of "Captain Atom", since that's where Rumaan's comic appearances have all been in. - I've only got 7 Captain Atom issues, but just about all the early JLI stuff. It's in a box somewhere, but I don't recall her being part of it.
