Wilcox was stationed in the back of a transportation van to oversee Mister Freeze, Icicle Jr., "Tommy Terror" and "Tuppence Terror" as they were being escorted to Belle Reve.[2]

Wilcox and Banks watched as "Tommy" and Icicle Jr. were about to get in a fight with Professor Ojo and Brick. Wilcox instructed Banks not to activate the inhibitor collars, feeling the new prisoners needed the lesson.[2]

He later oversaw Icicle Sr., Mister Freeze and Captain Cold's attempted riot, allowing them access to equipment that was smuggled into Belle Reve.

When the ice villains began to set their escape plan into motion, and Mr. Freeze attacked Icicle Sr., Wilcox activated Freeze's collar, thus shocking him. But when the riot went down, he was locked in a cell with Amanda Waller, Hugo Strange and Banks.[2]
