The city of Xebel.
Xebel is one of the city states of Atlantis located in the South Atlantic Ocean and ruled by King Ryus Nereus. Its citizens have long fostered animosity towards Poseidonis.

Early history[]
After Atlantis's sinking, Xebel was founded on the site of the original capital city. A vast Undersea existed beneath the city, though its existence would not be discovered until 2020.
King Ryus Nereus stoked animosity toward High King Orin and Poseidonis among his people.[1]
2020[]
Following the arrival of Arion, many of Xebel's people began to support him as ruler of Atlantis, and tuned not only on Orin, but Ryus Nereus as well.[1]

King Nereus addressed a crowd of protestors, then sent his guards after them, while Kaldur'ahm's covert team snuck past them to the Grave of Legends. The team began digging into the Undersea, and were only saved from being caught by guards by the intervention of Delphis, who had followed them. The team broke throught he seafloor and went into the Undersea.[1]

As pro-Arion protests continued, delegates gathered at the Xebelian palace to discuss the crisis, with some delegates attending remotely. The delegates wanted to vote for a new High King, as Arion arrived at the palace.
By the time Miss Martian was able to inform Orin that "Arion" was a clone with Ocean-Master's memories created by the Light, the Conference of Delegates had already elected Arion as High King, and Orin did not think anyone would believe the truth. Arion's first speech as High King was broadcast throughout Atlantis. Mid-speech, Kaldur and his team arrived with Arion's crown. "Arion" donned the crown and was immediately struck down by the Lords of Order. Orin declared that the prophecy was fulfilled not by the false Arion, but by Mera Nereus, and the delegates elected her High King. She delivered her own speech to the kingdom.
Later, Orin discussed his future with Kaldur and La'gaan, including his desire to become Aquaman once more, though he asured Kaldur they could both hold the title, and share it with La'gaan as well. Kaldur then announced his intention to take a leave of absence.[2]
